RICK Consulting in association with GSP Group Inc.
prepared a Community Improvement Plan (CIP) for the Olde
Sandwich Towne (OST) area of Windsor. The purpose of the CIP
was to provide a framework to guide public sector investment
and stimulate private sector investment in the OST Community
Improvement Project Area. The CIP identified community
improvement needs, municipal strategies and actions,
incentive programs and an implementation plan.
GSP prepared Development and Urban Design Guidelines
to promote appropriate infill development and to guide
detail design for streetscape and public realm
improvements. The guideline included 3-D models prepared to
illustrate preferred development scenarios for infill sites
and for façade improvements. Concepts for streetscape and
gateway improvements along Sandwich Street were also
prepared.
The CIP was approved by City Council on January 12,
2009.
