The City of Port Colborne retained GSP Group and RCI Consulting to prepare an Urban Design Study for its Downtown Central Business District. The Urban Design Strategy was a key component of a broader Community Improvement Plan process that was to provide a framework to guide public sector investment and stimulate private sector investment in Downtown. Downtown was seeing signs of dated and worn building conditions and façades, underutilized public spaces and uncomfortable streetscape, and lost opportunities associated with their presence on the Welland Canal.
The Urban Design Strategy focused on the physical built environment in Downtown, principally targeting public realm improvements that would act as catalysts for private sector investment but also included a comprehensive set of façade improvement guidelines for property and business owners. Notable recommended public realm improvements included incorporating a flexible street design for West Street along the Welland Canal; reconfiguring and repurposing the existing memorial space to a true civic square; establishing a coordinated system of gateway and wayfinding signage; and softening the streetscapes with landscape and material treatments. GSP Group undertook a comprehensive visualization exercise to illustrate the vision and recommended improvements for Downtown Port Colborne.
