GSP Group was commissioned by the City of Winnipeg to provide a comprehensive plan for future development and operation of the City’s three cemeteries, Brookside, St. Vital and Transcona, and to ensure their ability to continue to serve the community for the next 25 years and beyond.
The report includes a Demand / Land Needs Analysis forecasting development needs and timing; Perpetual Care Fund Adequacy Analysis assessing adequacy needs and an implementable plan to achieve ultimate sustainability; Competitive Price Review with pricing recommendations based upon the local and comparable markets; Alignment of Cemetery Bylaw, Marketing and Operations to community needs, regulation and best practices; and an Implementation Action Plan with order of magnitude budgetary costing and revenue.
